What do we check in a COP 119 worker-file review?

Most audit surprises live in the detail. A policy may say screening is complete before deployment, but a sampled worker file may show an unresolved gap. A supplier may say PAYE is operated, but a sampled shift may not reconcile cleanly to the payroll evidence.

Protecting ACS supply-chain controls

Can COP 119 consultancy reduce SIA ACS labour-provider risk?

It can help strengthen the controls that overlap with ACS requirements. In July 2026 the SIA updated its ACS guidance to make supply-chain due diligence particularly clear. Approved contractors buying labour are expected to demonstrate that applicable requirements are being met throughout the chain, and the SIA says this is likely to include some form of supply-chain audit or periodic sampling.

The update also makes two commercially important points:

  • where labour providers or agencies pay individuals, the ACS business should undertake due diligence to ensure workers are paid within an agreed period; and
  • approved contractors cannot use operatives working through their own personal service companies to deliver regulated activity, including through the wider labour supply chain.

Preparing for BS 10119:2026 without throwing away your COP 119 work

BS 10119:2026 was published on 30 June 2026 and is now the current British Standard for provision of labour to the security and events sectors. NSI confirms that its NCP/COP 119 framework has been developed into the new British Standard and that BS 10119 strengthens the earlier approach with additional requirements.

That does not mean every existing COP 119 policy, form and worker-control process becomes obsolete. A well-built screening, right-to-work, licensing, payroll and supplier-assurance system should provide a useful foundation.
